Zinsco and Federal Pacific Panels: What LA Homeowners Should Know
There are two electrical panels we recommend replacing regardless of whether you need more capacity. Los Angeles has a great many of both, because they were installed heavily during the decades when much of the region was built.
Why these two are different
Most old panels are simply old. They may be full, they may be undersized for a modern household, and they may lack the ground-fault and arc-fault protection current code requires. Those are capacity and feature problems, and they are solved when convenient.
Federal Pacific and Zinsco panels are a different category, because the concern is not capacity. It is whether the breakers do their job.
A circuit breaker exists for one purpose: to interrupt the circuit when current exceeds what the wiring can safely carry. Everything else about a panel is convenience. That one function is the safety system.
Both of these panel types have long-documented histories of breakers failing to trip under fault conditions. When that happens, the wiring behind your walls carries fault current with nothing to stop it.
The part that makes this genuinely different from an ordinary ageing panel is that you cannot tell from the outside. A breaker that will not trip looks exactly like one that will. It powers your circuits normally, resets when you flip it, and gives no indication of the problem until the day it matters.
Identifying what you have
Open the panel door — the outer cover with the directory on it, not the inner cover over the wiring — and look at the label and the breaker faces.
Federal Pacific
- Breakers usually marked Stab-Lok
- Panel label may read Federal Pacific Electric or FPE
- Breaker handles frequently red-tipped, though not always
- Commonly found in homes built roughly from the 1950s through the 1980s
Zinsco
- Panel or breakers branded Zinsco, GTE-Sylvania or Sylvania
- Distinctive coloured breaker handles — blues, greens, reds — rather than uniform black
- Breakers often sit flush in a way that looks different from modern panels
- Commonly found in homes built roughly from the 1950s through the 1970s
If you are unsure, photograph the inside of the panel door and the breaker faces. Any competent electrician can identify these on sight, and we will do it for you at no charge.
Do not remove the inner cover to look further. That is the panel’s dead front, and behind it are energised parts. The outer door tells you what you need.
What goes wrong, specifically
Federal Pacific
The documented concern is breakers failing to trip on overload and short circuit. Testing over the years has repeatedly found failure rates on these devices far above what would be acceptable for a safety component, and the issue has been the subject of extensive litigation and inspection-industry attention.
Zinsco
Zinsco panels share the failure-to-trip history and add a second problem: the connection between the breaker and the bus bar it clips onto.
That junction can develop a poor connection. Poor connections heat under load, heat accelerates corrosion and degradation, and the resulting damage is progressive. Aluminium bus bar corrosion is a frequent finding when these panels are opened. In advanced cases the bus itself is visibly damaged, and a breaker can end up effectively welded to it — at which point it will certainly never trip.
Again: none of this is visible with the door closed.
How urgent is it, honestly?
We are not going to tell you the house is about to burn down. In the great majority of cases these panels sit there for years doing their job adequately.
But the risk profile is genuinely different from an ordinary old panel, and it is worth being straight about why. With most electrical problems there are warning signs — a breaker that trips repeatedly, a warm outlet, flickering lights. With this one, the failure mode is the absence of protection during a fault that has not happened yet. There is no early warning, because nothing is wrong until something is.
Our practical position: treat it as scheduled work rather than deferred work. Put it on the list, do it at a sensible time, and do not let it sit unaddressed for another decade.
Move it up the list if you notice any of:
- Warmth or discolouration on the panel cover
- Buzzing or crackling from the panel
- A burning or hot-plastic smell nearby
- Breakers that will not reset, or that trip with no obvious cause
- Any scorching visible around breaker handles
Those warrant a call rather than a plan.
Why replacing breakers is not the answer
A reasonable question: if the breakers are the problem, why not just replace them?
Because with Zinsco especially, the concern involves the interaction between breaker and bus bar — replacing one half of a connection does not fix the connection. And replacement breakers for both types come from a supply chain of variable provenance, which means you may be installing a device with the same underlying design and unknown history.
You would also be spending real money on a panel that still lacks the ground-fault and arc-fault protection current code requires, and which will be flagged by an inspector the moment you sell.
What replacement involves
It is a service change, and it is a day’s work in most homes:
- Load calculation — since you are replacing the panel anyway, this is the moment to size it for what you actually need, including anything you plan to add later.
- Permit — required, and it is what brings an independent inspector to verify the work.
- Utility coordination — LADWP or Southern California Edison must disconnect and reconnect the service, and their scheduling usually sets your timeline.
- Installation — new panel, and typically the service entrance conductors, meter socket, mast and grounding brought to current code.
- Inspection and reconnection — power off for several hours on the day.
You come out of it with modern overcurrent protection, ground-fault and arc-fault protection where code requires it, a labelled directory, and generally more capacity than you started with.
The resale angle
Worth mentioning because it is often what finally prompts the decision.
Home inspectors flag these panels prominently. Buyers’ agents read those reports. The panel becomes a negotiating point, and the discount a buyer asks for tends to exceed what replacing it would have cost you — particularly under time pressure during escrow, when you have no leverage and no ability to shop the work.
If you are within a couple of years of selling, doing it on your own schedule is almost always the cheaper path.
