Commercial Multi V outdoor units run on three-phase power. All three — R(L1), S(L2) and T(L3) — must be present.
When one goes missing, the system detects it and refuses to start. That refusal is deliberate: a three-phase motor running on two phases draws heavily unbalanced current and overheats within minutes.
The key point for a building manager: this is usually an electrical fault, not an air conditioning fault. The equipment is reporting a supply problem accurately.

There is also a building safety dimension worth taking seriously. A connection degrading badly enough to drop a phase is generating heat at the point of failure. That deserves an electrician’s attention regardless of the air conditioning.

Low to medium — frequently one of the cheaper faults on this list, which surprises people given how alarming it looks.
Common causes are a blown fuse, a tripped breaker, a loose lug or a failed contactor. Those are modest electrical repairs.
Cost rises if the underlying problem is degraded supply wiring, a failed disconnect, or heat damage at a failing connection.

The risk is entirely in overriding it. We have seen buildings bypass phase protection to get through a hot afternoon and destroy a compressor doing it — hours of comfort traded for the most expensive component on the system.
Separately, a degrading electrical connection left unaddressed does keep getting worse, and it generates heat while it does.
