Critical in the sense that the system is producing nothing at all — no heating, no cooling, from that outdoor unit.
It is also urgent in a second sense: stop trying to restart it. If the compressor has a mechanical problem, each start attempt drives heavy current through the drive electronics. That is how a building ends up replacing an inverter alongside a compressor when only the compressor had failed.

A supply or wiring problem is comparatively modest. A converter or inverter board is a significant but bounded repair. A seized compressor is the largest job on the system, involving refrigerant recovery, the component itself, and substantial labour.
Because the range is so wide, diagnosis here has real financial value. Establishing that you need a board rather than a compressor is a meaningful saving.
